"This is a lesson for Mike Baird that you can't make cute announcements on social media without any community or industry consultation", Mr Park said.
"In order to effect that we are establishing a special panel led by former Premier Morris Iemma to work with the industry, the government and animal welfare groups ensuring we deliver the appropriate structure [and] governance arrangements and penalties to effect what we want to do within the industry".
According to the report, of the 97,783 greyhounds bred in the last 12 years-which amounted to between 48,891 and 68,448 dogs-were killed because they were deemed uncompetitive as racing animals.
The move comes as a registered greyhound trainer from Sydney's south west has been charged with torturing, beating and killing animals as part a live-bating regime.
Nationals MPs Katrina Hodgkinson, Kevin Humphries and Chris Gulaptis - who consistently argued the ban would devastate their regional electorates - crossed the floor to vote with Labor to oppose the bill but it passed following a 12-hour debate in August.
The inquiry was prompted by revelations aired by the ABC's Four Corners program about live baiting in the greyhound industry.
"I think what we are doing today is the right thing to do", Premier Baird said.
