South Dakota and New Hampshire each had the lowest unemployment rate in the country at 2.9 percent, followed by North Dakota at 3 percent, Nebraska at 3.2 percent and Hawaii and Vermont each at 3.3 percent.
The number of Arkansans in the labor force grew by 23,763 since September a year ago, and the number of employed rose by 35,148. The government sector added 3,400 while leisure and hospitality added 2,900. According to preliminary data unemployment dropped from 4.2 percent in July and August 2015.
Unemployment in Marion County reached as high as 14.5 percent in August of 2010. Not seasonally adjusted, and thus comparable to the county rates, Alabama's unemployment rate was 5.7 percent in September.
Only two sectors lost jobs on a year-over basis: 17,500 in manufacturing (down 1.4 percent) and 3,500 (down 12.5 percent) in logging and mining, a sector that includes the oil industry. The August unemployment rate was 3.9 percent.
Leisure and hospitality hired 2,000, up 0.9%. It was 5.6 percent in September 2015.

Looking at seasonally adjusted numbers, manufacturing grew by 1,200 from August to September but is still a few hundred positions below year-ago-levels. That's also an improvement over the same time previous year when Sauk County had 3.4 percent unemployment. Private industries with the most growth over the month were education and health services, up 1,097; professional and business services, up 642: and information, up 67.
The last time that the unemployment rate was at or below 5.4 percent was in May 2008, when it was 5.2 percent.
Jobs in government rose 13,000 and educational and health services added 4,600 jobs. The only other area showing significant job growth during September was accommodation/food services, which increased by 3,700 jobs.
Six states had statistically significant unemployment rate decreases from September 2015. The largest percentage gain occurred in OR (+3.5 percent), followed by Florida (+3.4 percent), and Idaho and Washington (+3.2 percent each).
Hispanic women's unemployment (6.4 percent) and Hispanic men's unemployment (5.4 percent) is also higher than white women's and men's unemployment.
