The company statement said that accident investigators concluded that a canister of helium inside the rocket's upper-stage oxygen tank had exploded.
The company also said it intends to make all launches previously scheduled for 2017.
A test firing of the rocket on September 1 at Cape Canaveral, Florida, resulted in an explosion that destroyed a communications satellite owned by Israeli firm Spacecom.
"While the details on duration, magnitude, and location of this moisture plume will become more clear through the week, there is the potential for a heavy rain event across Southwest California next weekend which could pose significant flash flood with mud and debris flow issues across Southwest California, especially for the recent burn areas", the NWS added.
SpaceX led the investigation, which was overseen by the FAA, the Air Force, NASA and the National Transportation Safety Board.
Each stage of Falcon 9 uses COPVs to store cold helium which is used to maintain tank pressure, and each COPV consists of an aluminum inner liner with a carbon overwrap.

Super-chilled liquid oxygen can gather in buckles, and when pressurized, the oxygen can get trapped. "In addition, investigators determined that the loading temperature of the helium was cold enough to create solid oxygen, which exacerbates the possibility of oxygen becoming trapped as well as the likelihood of friction ignition".
SpaceX founder Elon Musk said in 2015, when propellant cooling was first implemented in the Falcon 9, that "we're sub-cooling the propellant, particularly the liquid oxygen, close to its freezing point, which increases the density quite significantly". In the long term, SpaceX is redesigning the helium bottles to remove the voids. That should allow for faster helium loading procedures to be used again, SpaceX said.
With the investigation finally reaching its conclusion, SpaceX is positive to return back to the launchpad on January 8, this time for its client Iridium.
If the return to flight succeeds, a Falcon 9 could try to launch an unmanned Dragon cargo ship to the International Space Station from Kennedy Space Center before the end of the month.
However, Iridium CEO Matt Desch has said the spacecraft won't be on top of the rocket during the static fire test.
SpaceX's late fueling of the Falcon 9 during a countdown's final half-hour, when a crew would be sitting atop the rocket, has been a source of concern.
