The Supreme Court had earlier in the day turned down a Congress plea to stay the oath ceremony but ordered Parrikar to prove his majority in the House on Thursday.
The MLAs led by Congress Legislature Party leader Chandrakant Kavlekar held talks with the governor at Raj Bhavan for about half-an-hour arguing that being the single largest party, the Congress should have been called first to form the government. She said she would like Biren Singh to take a floor test.
Mr Parrikar mocked the Congress for its anger with leader Digvijaya Singh who is being accused by party legislators in Goa of mismanagement."They came in a bus, because if they came in cars, one or two cars would have disappeared", said the new Chief Minister, alleging that Congress legislators are frustrated enough to exit their party.
The court said all issues raised in the Congress's petition could be resolved by the simple direction of holding a floor test. "In the face of claim of the 21 MLAs led by Manohar Parrikar, the governor could not have invited the minority of 17 MLAs to form the government", Jaitley said in a Facebook post. The Congress won Punjab decisively, largely due to senior party leader Amarinder Singh's popularity and leadership, and emerged as the single largest party in Goa and Manipur but the BJP moved fast to rally support of smaller parties in the two states.
"The people of Goa have not forgotten that during 1992 and 2000 the Congress party had 12 chief ministers".

Prospects of a stable government, development of Goa and ideals of Goenkarpon (interest of Goa) made the allies team up with the BJP.
