Imphal: Manipur's new Chief Minister N Biren Singh, heading the state's first BJP-led government, on Monday won the floor test in the assembly by voice vote.
Addressing the first session of the 11th Manipur assembly, Heptulla also said the state government is fully committed to implement pro-people policies.
The BJP has 21 MLAs in the 60-member house. The ministers who were inducted in the BJP-led ministry of Manipur includes two BJP MLAs (including CM), four MLAs of NPP, one from Naga People's Front (NPF), one from Lok Janshakti Party (LJP) and a legislator of Congress who shifted to BJP.
Manipur Chief Minister also informed that he has formed a committee for the border issue with Myanmar so that reports can be given to the Centre and they can solve the problem by talking to their government. He too was elected by voice vote against the Congress candidate Govindas Khonthoujam.

He added: "Fundamentally though, you rightly say, we don't know what is going to come out of these negotiations, at all". Prime Minister Theresa May has vowed for months that the country will trigger Article 50 by the end of March.
On the other hand, Congress accused BJP of capturing their MLAs to prove majority. The government's priority is to develop infrastructure in the hills.
Several Opposition members objected to the presence of state BJP unit president K. Bhabananda Singh and party general secretary and Manipur in-charge Prahlad Singh Patel in the officers' gallery located to the right of the Speaker's table.
