The Independent Drivers Guild, a union which represents 50,000 ride-hailing drivers in New York City, delivered a petition with 11,000 signatures and estimated that all this extra tipping for car-ride apps would generate an additional $300 million a year in tips in New York City alone. Juno, an Uber competitor in NYC that said it had given 1 million rides as of August 2016 after a beta launch three months earlier, also lets riders tip within the app. "They have to work much harder and longer hours to earn the same amount of money they did when Uber came on the scene". If passed, the rule would only affect companies that do not already offer the option to tip on credit, however, cash tips would still be allowed.
Uber officials said they will review the proposed rule when they see it. Some 29% of respondents say they would actually be more likely to leave a tip if they were presented with a "no tip" button to allow them to opt out, the study by Software Advice, which helps businesses choose software, found.
The commission opted to push for the change in response to a petition by the Independent Drivers Guild, a union-supported organization that advocates for Uber drivers in NY.
"Uber is always striving to offer the best earning opportunity for drivers and we are constantly working to improve the driver experience", said company spokeswoman Alix Anfang.

Haley also noted that the United States' first priority is still to defeat ISIS, but that there can be "multiple priorities".
Ravi Rathore, vice-president of the Sarvodaya Drivers' Association, said. The Independent Drivers Guild estimates drivers in New York City are losing thousands of dollars because of no-tip custom with Uber rides.
Luis Tavares, a member of the guild who's been driving for Uber for five years, said his fares have dropped over time and that he finds himself having to drive more to bring home the same pay. "Of course, if you want to tip your driver-we estimate riders offer tips on only a very small number of trips-you're free to do so, and drivers are free to accept".
"As a rider, you are not obligated to offer your driver a gratuity in cash", the website states. Sanjay Samrat of Delhi Tourist Taxi Association echoed Soni, claiming while they supported the Ola-Uber drivers, they will not participate in the strike. "They actually feel uncomfortable when they get of the auto and can't tip the driver", said Conigliaro, who added that he finds it a nuisance when he uses Uber to have to make sure he has cash to tip the driver. The petition was created by the Independent Drivers Guild, a group representing Uber drivers in NY, and it got over 11,000 signatures, though it still is about 1,800 away from its goal of 12,800. The ride-hail giant claimed drivers in NY made more than $90,000 a year, but the agency found the median income of drivers there is $29,000 less than that.
