Police Chief Jerry Dyer also told reporters Wednesday that it's "very rare" for a homicide suspect to cooperate with investigators in recounting the killings. Muhammad's grandmother said she didn't believe he was homeless.
Dyer said Muhammad had been identified quickly as the prime suspect in the Motel 6 shooting on April 13 and that police had been urgently seeking him across the Fresno area since then.
Muhammad allegedly told investigators he was not a terrorist, Dyer said, because he is "not a coward" and a terrorist kills people but dies for that cause.
Dyer said he doesn't think the suspect's desire to kill stemmed from religious views, but rather racist views.
Dyer said the slain men are believed to have had no connection to Muhammad.
Police have said they think race was a factor in Tuesday's shootings, but they haven't discussed a motive in the guard's death.

Government offices, including the Fresno County Courthouse, have been placed on lockdown as a precaution. Wright says he expects the arraignment will be scheduled for Friday.
Muhammad shaved his head and face to change his appearance, Dyer said. He was a 34-years-old father and it was his first day out in the field.
