U.S. Secretary of State Rex Tillerson gestures before the 10th Lower Mekong Initiative Ministerial Meeting at the sideline of the Association of South East Asian Nations (ASEAN) Foreign Ministers' Meeting (AMM) and Related Meetings in Manila, Philippines, Aug. 6, 2017.
The meeting was their first since President Donald Trump reluctantly signed into law the sanctions that Russian Federation said amounted to a full-scale trade war and ended hopes for better ties. A few days back, United States President Donald Trump had said that his country's relationship with Russian Federation is at all time "dangerously low".
Tillerson said that he had tried to help Lavrov understand "just how serious this incident had been".
Trump has played down the allegations, but the ongoing controversy cast a pall over already tense ties, which most recently saw President Vladimir Putin order the USA diplomatic mission in Moscow cut 755 personnel. The channel of communication was initially created to discuss hot spots, but it was suspended after the U.S. imposed tighter sanctions on Russian Federation.
"Washington tends to make others responsible for the things which should actually be done on its own", Ryabkov said according to Sputnik News. "Still a lot to do".

Patel, Congress president Sonia Gandhi's political secretary, seemed to have the requisite numbers for now. Congress leader Anand Sharma said it is now becoming a trend to blatantly misuse powers of the state.
"For the Trump administration, it's first about isolating and addressing the North Korea threat and later perhaps about re-balancing China and regaining a bigger place at the Asean table", the article quoted Thitinan Pongsudhirak, director of the Institute of Security and International Studies at Chulalongkorn University in Bangkok, as saying. Richard Blumenthal, calling him a "phony Vietnam con artist" shortly after the Democratic lawmaker said the investigation into Russian meddling in the election and possible collusion by the Trump campaign must be pursued. This is one of the first major bipartisan pieces of legislation passed during Trump's presidency.
"We want to work with them on areas that are [of] serious national security interest to us, while at the same time having this extraordinary issue of mistrust that divides us", Tillerson added. He said he shared with Tillerson how Russian Federation planned to carry out the expulsions but didn't provide details to reporters.
Lavrov's upbeat assessment came amid what the US has called a diplomatic low point unseen since the end of the Cold War.
The Russian Foreign Ministry also said it would seize two USA diplomatic properties - cottages just outside Moscow's city center and a warehouse facility in the capital. "Unsurprisingly, Russia can not simply ignore action of this kind, including the unlawful seizure of Russian diplomatic property since December past year".
He added that Russian Federation needs alternative, independent payment systems that do not depend on foreign processing centers, and that the Mir national payment system is a step in the right direction. At the same time, we are ready to normalise relations if Washington abandons its confrontational line. Mr Lavrov said that USA military preparations in the Korean Peninsula area are only escalating tension and this should be avoided.
"The contacts between our representatives are also conducted in this area, including over the development of the agreement, reached by Russian Federation, the United States and Jordan on the creation of the southern de-escalation zone in Syria".
