"ISIL militants have no choice but to either surrender or die", al-Abadi said in a televised statement.
Speaking at a youth meeting on July 29, Abadi said Hashd al-Sha'abi fighters would take part in the offensive to win back Tal Afar.
Iraqi forces have pushed into the outskirts of one of the last Islamic State-held areas in the country - the northwestern city of Tal Afar.
Tal Afar is surrounded by government troops and Shia militiamen in the south, and Kurdish Peshmerga fighters in the north.
As each time the assault is launched by the iraqi forces, supported by the global coalition, anti-jihadists, M. Abadi, commander-in-chief of the armed forces, spoke at the television, dressed in a military uniform black.
A disparate collection of forces have launched two separate offensives against Islamic State, solidifying a de-facto alliance between longtime opponents Iran and the U.S.to drive the group from the last remaining territory it holds. Once a key IS supply hub between Mosul-around 70 kilometres (45 miles) further east-and the Syrian border, Tal Afar is the last major population centre in northern Iraq under jihadist control.
Liverpool vs Crystal Palace, Premier League
The reds ended the first half having had nearly 3x times the number of touches as Palace but it remained, stubbornly, level. Liverpool were held to a 3-3 draw at Watford . "A lot of times they were frustrated because we played very organised".
At the time there were around 200,000 in the town, but the number left in Tal Afar is not known.
U.S. forces have set up a military base in the vicinity of the besieged city of Tal Afar, located west of Mosul in an effort to join the Iraqi forces to liberate the city from Daesh.
"Their faces looked desperate and broken". Almost a million people remain displaced by the nine-month campaign to retake Mosul.
A US-led coalition will provide air support to the Iraqi troops in the struggle to re-take the city.
The United Nation's International Organization for Migration (IOM) estimates that some 10,000 to 40,000 people are still living in the town of Tal Afar and surrounding areas.
"Following their historic victory in Mosul, the [Iraqi security forces] have proven themselves a capable, formidable and increasingly professional force, and they are well-prepared to deliver another defeat to ISIS in Tal Afar", coalition officials said in a statement.
