Japan aims to run in a 2022 election for new nonpermanent members of the powerful United Nations organ, Kono told a press conference in NY.
If elected, Japan would serve as a nonpermanent member from January 2023 to December 2024.
He added that the Trump administration and the global community would continue to pressurize North Korean leader Pyongyang.
"We're still doing the forensic analysis", he added, apparently referring to intelligence agencies' study of imagery of the flight of the missile and its payload, which presumably included a mock warhead.
In October the American president dismissed his Secretary of State's push for talks with the North.
The White House immediately put out a statement that contradicted him: "The president's views on North Korea have not changed".
Speaking at a UN Security Council meeting on Friday, the secretary-general noted that he is deeply concerned by "the risk of military confrontation, including as a result of unintended escalation or miscalculation".
