She ran for the seat after her late husband, Democratic Rep. Larry Belcher, died in a vehicle accident in October 2008, replacing him on the ballot after his death.
Belcher's win marks the 37th state seat Democrats have flipped this election cycle.

The Kentucky district is the 18th formerly Republican-held district to fall into Democratic hands in a special election since Trump won the election.

Belcher, former school teacher and principal, also entered politics after her husband died in a 2008 vehicle accident.
"I've heard from and about people all day long saying they went to vote for me at the correct polling place and were refused the opportunity to vote", Johnson said in a news release. "It's like we're in a third world country".
Belcher previously held the seat from 2008 to 2012 and from 2014 to 2016, when she lost to Dan Johnson, Thehill.com reported.
At her campaign headquarters in downtown Shepherdsville, Belcher said she won the election "fair and square".
