He continued by saying that the United States and its allies have demonstrated a blatant disregard for worldwide law.

Haley also repeated her comment Saturday, at an emergency meeting of the United Nations Security Council, that the US remains "locked and loaded".
She authorised British action after intelligence showed Assad's government was to blame for gassing the Damascus suburb of Douma a week ago, she said.

The US, France, and the United Kingdom carried out Friday's joint operation in response to a devastating chemical weapons attack in the rebel-controlled Damascus suburb of Douma, which killed dozens of people earlier this month.
Washington described its targets as a centre near Damascus for the research, development, production and testing of chemical and biological weapons, a chemical weapons storage site near the city of Homs, and another site near Homs that stored chemical weapons equipment and housed a command post.
He backed Prime Minister Theresa May's decision to take part in the attack and said Western powers will have to study "options" if Syria's government uses chemical weapons again. It is still unclear how effective the strikes will be against Syria's regime.
Russian U.N. Ambassador Vassily Nebenzia said after the vote. He called on the three countries to stop supporting "terrorists" in Syria.
Mattis told reporters at the Pentagon on Friday night that the strike was devised to minimise the chances of accidentally killing Russian soldiers and limit the damage to facilities directly associated with Syria's chemical weapons arsenal.
"We can not stand by and let Russian Federation trash every worldwide norm that we stand for and allow the use of chemical weapons to go unanswered", she added.
"Everything that has strained the relationship is on Russia's side", she said, adding that the USA hopes for improved relations with Moscow, but that "we're not going to put up with bad behavior to get it".
