Veselnitskaya's stunning admission directly counters testimony she submitted to the Senate Judiciary Committee in November, in which she claimed no connection to the Kremlin.
"I operate independently of any governmental bodies", she told the committee, adding: "I have no relationship with Mr. Chaika, his representatives, and institutions other than those related to my professional functions of a lawyer".
But the e-mails, which were provided to RFE/RL, show her communicating with Sergei Bochkaryov, a top official in the office of Prosecutor-General Yury Chaika, about an official government response to a USA legal request. "I am sending you the edits in the draft response, as per instructions".
"Dear Sergei Aleksandrovich!" Ms. Veselnitskaya wrote on August 2, 2014, in one of at least 11 emails exchanged.
This was not the first time Veselnitskaya has spoken about her relationship to Chaika.
Veselnitskaya said she was working for Yuri Chaika at the time of the meeting, the prosecutor general of Russian Federation and a "top Kremlin official".
Dossier is an arm of tycoon and Kremlin critic Mikhail Khodorkovsky.
